The AV-98 Ingram is a police Labor developed for the Tokyo Metropolitan Police Department's Special Vehicle Section 2.

Unlike military Mobile Suits and other combat-focused mecha, the Ingram was created to deal with crimes and incidents involving increasingly common Labor technology.
